Metering & REGO Management

Operational metering and registry administration for renewable energy assets. Generation metered properly, certificates issued correctly, and registry accounts maintained in good standing across Ofgem, Evident, and the AIB network.
Delivery service
An operational service alongside our independent consultancy offering. Different commercial relationship, different risk profile, engaged independently.
what this service is

The unglamorous administrative work that protects the value of the asset.

Renewable Energy Guarantees of Origin (REGOs) and the wider certificate market exist because corporates and energy suppliers need verifiable evidence that the electricity they claim as renewable was actually generated from a renewable source. The certificates have value. Issuing them, transferring them, and retiring them requires accurate metering, a registry account in good standing, and the administrative discipline to keep both running across the asset's life.
Most asset owners outsource this work because it sits awkwardly between the engineering team (who do not want it) and the finance team (who cannot do it). Arc operates the function as an ongoing managed service. We hold the registry account on the owner's behalf or alongside the owner, manage the metering data flow, handle the monthly certificate issuance, and run the administration of transfers and retirements.
Where the same client has engaged Arc for asset management, the metering and REGO work integrates with the reporting cycle. Where the client has not, the service stands alone.
what we deliver

What we deliver.

Four operational workstreams.
01

Metering data administration

Half-hourly metering data flow checked, exceptions investigated, gaps reconciled. The accurate input that all downstream certificate issuance depends on.
02

Registry account management

Account maintained at Ofgem, Evident, or the relevant AIB-linked national registry. Monthly issuance run on schedule. KYC and account documentation kept current.
03

Certificate transfers & retirements

Sale, transfer, or retirement of certificates managed on instruction from the asset owner. Audit-grade documentation produced for each transaction.
04

Reconciliation & reporting

Monthly reconciliation between metered generation, issued certificates, and the certificate balance held. Annual statement assembled in a format suitable for external assurance.
why arc delivery

Audit-grade documentation, run by people who understand the work.

Arc has built the metering and REGO administration discipline alongside our wider asset management and consultancy work. The team that runs metering is the team that produces the BDO-grade assurance documentation when the same client's auditor asks for it.
The certificate market is fragmented, the registries are not consistent, and the administrative work is detail-intensive. Most contractors do it badly. Arc does it carefully, with the documentation discipline of a firm whose other side is professional consultancy work.
Where the client also engages Arc for Net Zero & Sustainability consultancy work or for the BDO documentation pack, the metering and REGO data feeds directly into that workstream. The same evidence base supports both functions.
frequently asked

Questions clients ask before engaging.

Either is possible. Some clients prefer Arc to hold and operate the account on their behalf; others prefer to hold the account themselves with Arc operating it under delegated authority. The choice is set in the service contract.
Ofgem (UK REGO), Evident (I-REC), and the AIB-linked national registries via the Guarantee of Origin scheme. Less common registries are handled by case-by-case agreement.
Procurement consultancy is consultancy work: helping a corporate buyer decide which certificates to procure, from which markets, against what budget. Metering & REGO Management is operational: running the registry account, issuing certificates from owned assets, and administering transfers. Different services for different clients, engaged independently.
Yes. The transition includes a registry account audit, a baseline reconciliation of historic issuance and transfers, and a documented handover before Arc takes over the operation.
